In my case EDIROL VSC VSTi 1.6 is better to find. Don't use 3.2 ver.
저의 경우는 EDIROL VSC VSTi 1.6 이 찾기가 더 편합니다. 절대로 3.2를 까시면 안됩니다.

Download savihostx86 and VSTHostx86 from this website. But, we will use only one. (Download for 32bit not 64bit)

3. run savihostx86
4. Choose C:\Program Files (x86)\Steinberg\VSTPlugins\EDIROL\VSC.DLL
5. Devices - MIDI - Input Port: MIDIYoke - Output Port: MIDIYoke
6. Run your Program.
